This Tax Alert is issued to inform all concerned regarding the Republic Act No. 11999, otherwise known as the “Bulacan Special Economic Zone and Freeport Act” which lapsed into law on June 13, 2024 in accordance with Article VI, Section 27 (1) of the 1987 Constitution.
The Act establishes the Bulacan Special Economic Zone and Freeport in the province of Bulacan, creating for the purpose the Bulacan Special Economic Zone and Freeport Authority and appropriating funds therefor.
Some of the salient points are:
- Establishment of the Bulacan Ecozone (BuZ) which shall cover: (a) Airport Project and Airport City Project in the Municipality of Bulakan; (b) remaining land territories in Malolos, Meycauayan, Paombong, Guiguinto, Balagtas, Bocaue, Marilao, Obando and Sta. Maria that are not yet component parts of the Airport Project and Airport City Project; and (c) other expansion areas which shall be defined through a Presidential Proclamation;
- Creation of the Bulacan Special Economic Zone and Freeport Authority (BEZA);
- Registration of prospective locators in the BuZ with the BEZA and availment of incentives under the CREATE Law; and
- Special skills visa and investor’s visa for investors.
